Research has shown that the most effective way to reduce problem behavior in children is to strenghten desirable behavior through positive reinforcement rather than trying to weaken undesirable behavior using aversive or negative processes. "Catch" her in appropriate behavior and offer a little attention and praise. Ignore as much problem (junk) behavior as possible. Certainly if she is in danger, or contributing to someone else's danger means that you have to take immediate action. Remove her from the issue.
